If your rail is inches away from the start of your window frame it is important to take this into account, otherwise you might end up with shorter curtains than you expected, and it is typical to have a six inch gap between your rail and the start of the windows.
When accounting for width it is also important to add a few extra inches to your measurements. This is so that they close well, ensure fullness and block out light fully if this is the main function of your curtains.
